Preparation of an Electricity Consumption Reduction Programme for the Central Government and its Entities in Mali

The client is Electricité du Mali (EDM SA) and the National Energy Directorate (DNE) – The project is implemented over the period 2021 – 2022.

The general objective of this project is to reduce the electricity expenditure of administrative and public buildings through the elaboration of energy audits, the analysis of State expenditure, the establishment of a control and monitoring system of invoicing, and the proposal of institutional and regulatory measures adapted to an optimum control of electricity billing.

The following tasks are being undertaken:

  • Task 1: Identification, inventory, and characterization of public sector subscribers.
  • Task 2: Determination of energy consumption and expenditure in public administration
  • Task 3: Determination of the potential for energy savings and energy expenditure reduction in public administration.
  • Task 4: Elaboration of a programme for the reduction of electricity consumption and energy bills for the Government.
  • Task 5: Identification of institutional arrangements for programme implementation, management, and monitoring.
  • Task 6: Energy Management and Optimization System in Public Administration.
  • Task 7: Preparation of pre-feasibility studies of pilot projects.
